Calgary Secondary Suite Amnesty Ends December 31, 2026: What Owners Should Know
Own a Calgary home with an unregistered basement suite? The approaching amnesty deadline is a reason to investigate your property now—not to assume the suite becomes legal automatically.

When does Calgary’s secondary suite amnesty end?
The City currently lists December 31, 2026 as the end of its Secondary Suites Amnesty Program. It offers development-permit and registration-fee relief, with reduced code requirements potentially available for qualifying older suites. Minimum life-safety compliance is still required. Amnesty and incentive funding are different programs. The City says applications to its suite incentive programs closed September 28, 2026. Do not budget for an assumed grant.
Does an older house automatically qualify?
No. The relevant date is when the suite existed, not simply when the house was built. The City’s advisory addresses suites with the required self-contained living, sleeping, bathroom, cooking and entrance components already in place before March 12, 2018. An owner declaration and assessment are involved; later alterations or missing components can affect eligibility.
A 1970s house with a suite created in 2020 is not automatically a pre-2018 suite. Read the existing-suite FAQ advisory and gather truthful records.
Will every suite need a second furnace after 2026?
That blanket claim is too broad. Current City guidance allows a single heating and ventilation system for the main home and a pre-existing suite under the applicable Alberta Fire Code pathway. Your suite’s classification and actual condition matter. Review the existing-suite legalization guidance before making renovation decisions.
A historical City article warned of potentially more extensive work, including a second furnace, ducting and noise mitigation. It referred to the former 2023 deadline. Treat it as background, not a current ruling for every property.
Ask the City which compliance pathway applies, what heating work is required, and how an application crossing December 31 would be treated. Obtain qualified mechanical advice before buying equipment.
Does amnesty remove safety requirements?
No. Legalization can still require work involving escape windows, alarms, protected exits or separations. The City may identify further work. Fee relief is not a promise that every permit or renovation will be free.
Five steps for Calgary suite owners
- Check your address in the Secondary Suite Registry.
- Gather records of the suite’s creation and later alterations.
- Ask the City what must be submitted or completed by the deadline. Do not assume an incomplete application preserves eligibility.
- Get appropriate professional assessments and written estimates.
- Follow the permit, inspection and registration process and retain the approvals.
Buying or selling a Calgary home with a basement suite?
A separate entrance, listing description or projected rent does not establish approval. Verify the property’s status and the lender’s treatment of rental income independently.
